EPA Extends TSCA Health and Safety Reporting Rule Deadline to 2027

What: On May 22, 2026, the U.S. Environmental Protection Agency (EPA) extended the Toxic Substances Control Act’s (TSCA) Health and Safety Data Reporting rule deadline to May 21, 2027.

Why: The Health and Safety Data Reporting rule was finalized in late 2024. The EPA is currently considering revisions to the rule. Rather than requiring businesses to prepare submissions under a rule that is in the process of being revised, the agency is issuing an extension to provide regulatory certainty and prevent duplicative or potentially inconsistent reporting.

The Health and Safety Data Reporting rule requires manufacturers (including importers) of 16 chemical substances to submit certain unpublished health and safety studies to the EPA. Specifically, the rule requires information on when a company imports the chemical as a pure substance, formulated product, within a mixture, or article that contains the subject chemical. The chemicals covered by the rule are:

  • 4,4-Methylene bis(2-chloraniline) (MBOCA).
  • 4-tert-octylphenol(4-(1,1,3,3-Tetramethylbutyl)-phenol).
  • Acetaldehyde.
  • Acrylonitrile.  
  • Benzenamine.  
  • Benzene.  
  • Bisphenol A.  
  • Ethylbenzene.  
  • Naphthalene.  
  • Vinyl Chloride.  
  • Styrene.  
  • Tribromomethane (Bromoform).  
  • Triglycidyl isocyanurate.  
  • Hydrogen fluoride. 
  • N-(1,3-Dimethylbutyl)-N’-phenyl-p-phenylenediamine (6PPD) (CASRN 793-24-8).                 
  • 2-anilino-5-[(4-methylpentan-2-yl) amino] cyclohexa-2,5-diene-1,4-dione (6PPD-quinone) (CASRN 2754428-18-5). 

When an updated rule is finalized, the EPA will communicate updated reporting requirements and timelines to the regulated community.

Action: The deadline extension is effective immediately.
