FDA Proposes Rule for Tobacco Product Establishment Registration and Product Listing

What: On June 29, 2026, the U.S. Food and Drug Administration (FDA) published a proposed rule to prescribe the format, content, and procedures for establishment registration and tobacco product listing. The proposed rule would further extend the registration and listing requirements to include owners and operators of foreign establishments.

Why: The FDA is considering requiring establishments to provide additional contact information in their registration. The proposed rule also requests comments on whether to require the name, address, and contact information for the establishment’s direct accounts, its importers and consignees, its tobacco product brand owners, and product specification developers, if applicable.

Action: Read the proposed rule and submit comments before the September 14, 2026, deadline.
