Advocacy Recommends Changes to EPA’s 2024 Carbon Tetrachloride Rule

On October 9, 2025, the U.S. Environmental Protection Agency (EPA) announced it is reconsidering its 2024 rule regulating carbon tetrachloride (CTC) under the Toxic Substances Control Act (TSCA).

CTC is a solvent used in commercial settings as a raw material for producing other chemicals such as refrigerants, chlorinated compounds, and agricultural products.

Advocacy is concerned that the 2024 CTC regulation violates the Regulatory Flexibility Act (RFA), TSCA, and Supreme Court precedent by establishing regulatory requirements duplicative of existing OSHA rules. Advocacy recommended that the EPA align the existing chemical exposure limit (ECEL) for CTC with the level already established by OSHA.
