The next Office of Advocacy Small Business Roundtable will be held virtually on October 29, 2025, at 1 PM ET on the Microsoft Teams platform. The discussion will be on cybersecurity concerns for small entities.

Topics Summary

  1. Cybersecurity Awareness Month: October is Cybersecurity Awareness Month, and cybersecurity concerns have become an increasingly common part of doing business. Understanding concerns for small governments and small businesses is vital for Advocacy’s work as the independent voice of small entities before the federal government. Small governments are increasingly being hacked and impacting their public utilities and small businesses are having vital and confidential customer information being hacked. Advocacy intends this roundtable to provide small entities with a chance to express their own stories about cybersecurity and help inform future policies to protect small entities in cyberspace.
  2. Small Government Cybersecurity Presentation: Kevin M. Morley, PhD is the Manager of Federal Relations for the American Water Works Association (AWWA). For over 20 years, he has worked closely with multiple organizations to advance risk and resilience management in the water sector, which includes cybersecurity. Dr. Morley has supported the national discourse on risk and resilience as a Disaster Resilience Fellow for the National Institute of Standards and Technology, a member of the President’s National Infrastructure Advisory Council, an advisor to the Water Sector Coordinating Council, and providing congressional testimony.
  3. Small Business Cybersecurity Presentation: Dr. Joseph Williams is currently the interim director of Washington’s state broadband office. Previously he was the state’s tech policy advisor and was actively involved in the state’s small business community on cybersecurity issues.  Prior to that he had a 20+ year career in cybersecurity in the commercial sector and in the national security sector.  Dr. Williams is currently a visiting fellow at the National Security Institute.
