What: On April 14, 2025, the Centers for Medicare & Medicaid Services (CMS) published a proposed rule to revise the Medicare hospital inpatient prospective payment systems for operating and capital-related costs of acute care hospitals; make changes relating to Medicare graduate medical education for teaching hospitals; update the payment policies and the annual payment rates for the Medicare prospective payment system for inpatient hospital services provided by long-term care hospitals; update and make changes to requirements for certain quality programs; and make other policy-related changes.
Why: CMS determined that the proposed rule impacts hospitals (NAICS code 622) and further estimates that 48% of hospitals qualify as small entities. CMS invites comments on the economic impact of the proposed rule.
Action: Review the proposed rule and submit comments before the June 9, 2026, deadline.
