On Monday, July 13, 2026, the Office of Advocacy submitted a supportive comment letter to OMB on their proposed rule revising federal financial assistance guidance, arguing that it will improve clarity, consistency, transparency, and reduce burden across federal grant programs.
The comment letter responds to OMB’s May 29, 2026, proposed rule, “Regulation for Federal Financial Assistance.” Advocacy generally supports the rule and says it will help align federal grantmaking with statutory authority and current Executive Branch priorities. The letter emphasizes that the changes should reduce uncertainty for applicants and recipients while simplifying federal award administration. The letter also urges OMB to encourage agencies to include applicable NAICS codes in business-oriented notices of funding opportunities so applicants can more easily self-screen for eligibility.
