DOD Seeks Information on Certain Chemicals Undergoing TSCA Section 6 Risk Evaluation

What: On May 27, 2025, the U.S. Department of Defense (DoD) issued a Request for Information (RFI) to gather information to identify and assess critical applications for DoD and the Defense Industrial Base.

Why: As existing chemicals undergo risk evaluations under Section 6 of the Toxic Substances Control Act (TSCA), DoD seeks to understand the use of chemicals in products leading to the defense supply chain. DoD specifically seeks information related to (1) applications that require the use of these chemicals and (2) the criticality of those chemicals for industry and supply.

Currently, DoD specifically seeks information on the following chemicals:

  • 1, 3-Butadiene
  • 1,1-Dichloroethane
  • 1,2-Dichloroethane
  • Butyl benzyl phthalate – 1,2-Benzene- dicarboxylic acid, 1- butyl 2(phenylmethyl) ester (BBP)
  • Dibutyl phthalate (1,2-Benzene- dicarboxylic acid, 1,2- dibutyl ester) (DBP)
  • Dicyclohexyl phthalate (DCHP)
  • Di-ethylhexyl phthalate  – (1,2-Benzene- dicarboxylic acid, 1,2- bis(2-ethylhexyl) ester) (DEHP)
  • Di-isobutyl phthalate  – (1,2-Benzene- dicarboxylic acid, 1,2- bis-(2methylpropyl) ester) (DIBP) 
  • Di-isodecyl phthalate – (1,2-benzenedicarboxylic acid 1,2-diisodecyl ester) (DIDP)
  • Di-isononyl phthalate – (1,2-benzenedicarboxylic acid, 1,2-diisononyl ester) (DINP)
  • Octamethylcyclotetra- siloxane (D4)

DoD indicates in the RFI its intent to continue to gather information on chemicals as they undergo risk evaluations under TSCA.

Action: Information is requested by June 13, 2025. The RFI, with instructions for submitting comments and specific CASRNs related to these chemicals, is available on SAM.gov.
