Chip Bishop is the Deputy Chief Counsel for the Office of Advocacy. He has over a decade of experience in federal service, having most recently served as Chief Economist and Economics Unit Chief at U.S. Immigration and Customs Enforcement (ICE) since 2022.

Office of Interagency Affairs

Stephanie Fekete

Director

Stephanie oversees Advocacy’s team of attorneys in the review of federal regulations and other policies impacting small businesses. Interagency Affairs is the primary team responsible for monitoring agency compliance with the Regulatory Flexibility Act (RFA). Stephanie’s primary responsibilities as Director are ensuring Interagency is adequately covering rules and policies at all stages of the rulemaking process and clearing all Interagency products, such as comment letters and the annual report on the RFA.

Director

David oversees Advocacy’s public-facing communications and manages the Office of Information team. Before joining the Office of Advocacy, David spent eight years as a teaching assistant and graduate student at the University of Illinois. His background as a composition teacher and researcher focused on rhetoric and argumentation theory informs how he approaches Advocacy’s written materials. David holds a PhD and an MA from the University of Illinois at Urbana-Champaign. His dissertation was on the rhetoric of Senate filibusters on civil rights from 1938 to 1964. He graduated magna cum laude with his bachelor’s degree from Wake Forest University in 2011, earning honors in communication and political science.
