EPA Proposes Risk Management Rule for 1-Bromopropopane (1-BP)

On August 8, 2024, the U.S. Environmental Protection Agency (EPA) published a proposed rule to prohibit most consumer and industrial uses of 1-BP based on its unreasonable risk determination under the Toxic Substances Control Act (TSCA). In the 2022 final risk evaluation, the EPA determined that 1-BP presents an unreasonable risk of injury to health due to the significant adverse health effects associated with exposure to 1-BP. TSCA requires that the EPA address the unreasonable risks by rule and apply requirements to the extent necessary so that 1-BP no longer presents such risks.

1-BP is a solvent that is used in cleaning and degreasing operations, spray adhesives, dry cleaning, and insulation for building in construction materials. EPA is proposing to ban some industrial and commercial uses of 1-BP where a safer alternative has been identified. For those industrial or commercial uses that will be allowed to continue, the agency is proposing to require workplace protections including the use of chemical-resistant gloves and a Workplace Chemical Protection Program. The proposed rule also prohibits almost all consumer uses of 1-BP except for its use in insulation.
