HUD Proposes Rule Establishing Flexibility for Implementing Work Requirements and Term Limits

What: On March 2, 2026, the Department of Housing and Urban Development (HUD) published a proposed rule to amend Public Housing Agencies (PHAs) and certain Multifamily Housing Owners (Owners) regulations.

Why: The proposed rule provides PHAs and Owners the option to implement work requirements for work-eligible adults and term limits for non-elderly, non-disabled families residing in public housing or receiving assistance through Housing Choice Vouchers (HCV), Project-Based Vouchers, or Project-Based Rental Assistance (PBRA). HUD asserts the proposed rule is necessary to further the statutory goals of public housing programs. The proposed rule impacts small PHAs and Owners that participate in public housing, HCV, and PBRA programs.

Action: Comments are due to HUD on or before May 1, 2026.
