Proposed Revisions to the Definition of WOTUS Roundtable – December 18, 2025

The next Office of Advocacy (Advocacy) environmental roundtable will be held virtually on December 18, 2025, at 2 PM ET. The discussion will focus on the U.S. Environmental Protection Agency’s (EPA) and the U.S. Army Corps of Engineers’ proposed revisions to the definition of “Waters of the United States (WOTUS).”

The agencies have stated that the goal of their proposed definition of WOTUS is to achieve clarity for the regulated public. Advocacy would like to hear from small businesses and other small entities about how the definition of WOTUS impacts their day-to-day operations. Advocacy is also particularly interested in hearing from those who have read the agencies’ proposed rules and have input on whether they feel it will provide the clarity the agencies are seeking to achieve.

Advocacy is an independent government office responsible for advancing the views of small businesses in the regulatory policy across the federal government. We conduct roundtables to hear the experiences, challenges, and recommendations of small businesses, and identify alternative approaches for policy development at federal regulatory agencies. Our roundtables are largely held online to facilitate the attendance of stakeholders from a diverse range of backgrounds, industries, and geographic regions.
