What: On October 2, 2025, the U.S. Department of Housing and Urban Development (HUD) published a Request for Information (RFI) seeking comments on the appropriate role of the Home Equity Conversion Mortgage (HECM) and HECM mortgage-backed securities (HMBS) programs in facilitating access to home equity for senior homeowners and opportunities to improve and more closely align these programs with their intended role.
Why: The RFI aims to gather market feedback on opportunities to enhance the HECM and HMBS programs and the appropriate role of these programs in facilitating access to home equity for senior homeowners. HUD is particularly interested in receiving input from interested parties on the questions related to:
- Program performance, market roles, and emerging risks.
- Consumer interest and demand.
- Origination volumes and information related to lenders’ primary barriers to entry into the reverse mortgage market, and how HUD can help remove those barriers to increase lender participation in the HECM program.
- Specific features of the programs can be changed to improve issuer operations and provide greater liquidity in the market demands.
- Other programs suggested improvements related to regulations or other administrative changes HUD should make to improve the HECM program.
Action: HUD’s Request for Information is published in the Federal Register. Comments are due to HUD on or before December 1, 2025.
