On July 14, 2025, the U.S. Small Business Administration’s Office of Advocacy (Advocacy) submitted comments on the U.S. Department of Health and Human Services’ (HHS) Request for Information (RFI) on its deregulatory efforts. The RFI sought public input on HHS regulations that were ripe for revision or elimination. The RFI was published in furtherance of President Trump’s executive orders on regulatory reform and his commitment to unleashing American prosperity through deregulation, especially for small businesses.
In response to the RFI, Advocacy conducted outreach to small food and health care stakeholders. Advocacy also hosted a small business regulatory roundtable on June 17, 2025, to hear directly from small businesses on laws and rules that make it difficult for small entities to operate, that create barriers to entry, and that undermine free market competition. Nearly 75 people participated in the discussion, and many spoke and provided written materials during the roundtable and afterwards.
- Advocacy received 98 recommendations from small business stakeholders on the RFI.
- Advocacy submitted these recommendations to HHS, asking the agency to work with Advocacy in the pursuit of reforming or repealing these regulations. Advocacy continues to investigate each small business issue received from its outreach and the roundtable in its ongoing effort to achieve regulatory reform on behalf of the nation’s affected small businesses.
