White House to Hold Training Sessions on Public Participation in the Rulemaking Process
On September 30, 2024, the Office of Information and Regulatory Affairs (OIRA) announced that it will be holding two public training sessions on the rulemaking process.
The first training session will be held on October 2, 2024, from 3:00 to 3:45 p.m. EST. It will cover participation in Executive Order (EO) 12866 meetings. These meetings offer the public an opportunity to present their views on rules OIRA is reviewing. Specifically, the training session will cover:
- What an EO 12866 meeting is;
- How members of the public may request and schedule a meeting;
- The format of EO 12866 meetings;
- What type of information or input is most helpful to receive during an EO 12866 meeting; and
- What makes for an effective presentation during an EO 12866 meeting.
The second training will be held on October 9, 2024, from 4:00 to 4:45 p.m. EST. It will cover the public comment process. As part of the rulemaking process, agencies offer the public a chance to comment on proposed rules and then respond to those comments before finalizing the rule. Specifically, the training session will cover:
- Opportunities to provide comment in the federal regulatory process;
- How to submit public comments; and
- How to draft effective public comments.
