The Office of Advocacy has regional advocates in each of the ten federal regions. This team identifies new issues and concerns of small business owners. They work closely with local government officials, state officials and legislators, and the Chief Counsel for Advocacy to develop programs and policies that support small business growth.

Will Purcell
Director of Regional Affairs

Will Purcell serves as the Director of Regional Affairs for the Office of Advocacy. Will works directly with the Office of Advocacy’s attorneys to direct regional engagements to focus on proposed regulations during the rulemaking and comment periods. Will also works with the Office’s regulatory economists to circulate data and research products developed around small business concerns.

Will has served as a public servant for both the federal and DC Governments for several years. Prior to his federal service, Will served in a supervisory management role at the Department of Consumer & Regulatory Affairs and the Department of Employment Services where he managed multiple federally funded programs and grants. Will received his B.S. from the University of Maryland College Park and his J.D. from Howard University School of Law. He also possesses extensive experience working with Washington Metropolitan Area youth, athletes, and middle/high schools as a fatherhood facilitator, educator, administrator, and athletic coach.
