EPA Finalizes Rule Regulating Carbon Tetrachloride Under the Toxic Substances Control Act

What: On December 18, 2024, the U.S. Environmental Protection Agency (EPA) finalized a rule regulating the use of Carbon Tetrachloride (CTC) under the Toxic Substances Control Act (TSCA). The final rule bans all discontinued uses of CTC and establishes worker protections through a Workplace Chemical Protection Program (WCPP). Some uses prohibited in the proposed rule will be allowed to continue based on public comment showing that these uses could comply with the requirements of the WCPP. Additionally, companies will now have a longer compliance timeframe to fully implement the WCPP. The final rule also aligns laboratory protocols for the use of CTC with those prescribed by the Occupational Safety and Health Administration.

The final rule will be effective on January 17, 2025.
