EPA Seeks Small Business Input on Air Emissions from some Solid Waste Incineration Units
The U.S. Environmental Protection Agency (EPA) is inviting qualified small businesses, governments, and not-for-profit organizations to participate as Small Entity Representatives (SERs) for an SBREFA panel. This panel will focus on the agency’s development of proposed revisions to the existing emission standards for “Other Solid Waste Incinerators (OSWI),” which includes units such as very small municipal waste combustion (VSMWC) units and institutional waste incineration (IWI) units. One example of a potentially regulated entity is a solid waste combustion unit that burns municipal solid waste (MSW), with a capacity of less than 35 tons per day. Other examples of potentially regulated entities include but are not limited to OSWI units used by and located at correctional institutions; nursing care and other residential facilities; Department of Defense (labs, military bases, munition facilities) and national parks; primary and secondary schools, universities, colleges, and community colleges; churches and convents (but not rectories or abbeys); civic associations and fraternal associations; oil and gas exploration operations; mining sites; pipeline operators; utility providers; and fishing operations. EPA may also add reporting requirements about hazardous air pollutants and emissions rate test results that are not currently reported.
Small entities that may be subject to the rule requirements can self-nominate to participate, as may other representatives, such as trade associations.
EPA requests self-nominations by April 20, 2023. Advocacy will continue to accept self-nominations until the panel meets with the SERs.
