Army Corps of Engineers and EPA Seek Comments on Proposed Rule to Add Applicability Date to Clean Water Rule

On November 22, 2017, the U.S. Army Corps of Engineers and the U.S. Environmental Protection Agency published a proposed rule to apply an applicability date to the 2015 Final Rule defining Waters of the United States (WOTUS). The rule would establish an effective date of two years after the date of the final rule.
