FCC Releases Agenda and Draft Proposals for November Open Commission Meeting
The FCC’s next open meeting will be on November 21, 2024, at 10 AM ET (view live on FCC.gov). The Commission has released a tentative agenda for the meeting. The Commission will consider three orders during this meeting.
Updating Security for Vital Infrastructure – This proposed rule would be the Commission’s first comprehensive review of submarine cable rules since 2001. The Commission is proposing to provide regulatory certainty to submarine cable owners by proposing a three-year periodic review process for cable landing licenses. There are also requests for comments on how to improve the quality of Circuit Capacity data along with improving oversight and streamlining review processes of submarine cables.
Enhancing Caller ID Authentication Rules – The Report and Order is aimed at clarifying the STIR/SHAKEN caller ID authentication framework that is used to combat unlawful spoofed robocalls. The Report and Order defines “third-party authentication” to better define the scope of the rule. The Commission will explicitly require providers to obtain a Service Provider Code token and obtain a digital certificate.
Program Originating Boosters – This rule is a Second Report and Order and Order on Reconsideration from the Commission that will finalize rules allowing FM broadcasters to use booster stations on a limited basis to originate programming. The Commission will establish procedures for broadcasters to notify the FCC and emergency alert participants when using program boosters. There will be a cap of 25 boosters a single station may operate, and the rule will update political advertising rules for boosters.
