FCC Releases Agenda and Draft Proposals for February Open Commission Meeting

The FCC’s next open commission meeting will be held on Thursday, February 27, 2025, at 10 AM ET and will be available to view live on fcc.gov. The Commission has released a tentative agenda for the meeting. The Commission will consider five rules during this meeting.

AWS-3 Auction – The Commission proposes rules that would update competitive bidding of AWS-3 spectrum. The Commission is charged with auctioning the FCC’s inventory of AWS-3 spectrum by June 23, 2026. The rules propose varying levels for small businesses and very small businesses ($55 million and $20 million in gross annual revenue for the preceding five years), along with setting aside 15% of bidding credit to rural service providers.

Upper C-Band – The Commission is inquiring whether, and how, the FCC can free additional spectrum for new services. The Commission is seeking comment on the new opportunities a robust Upper C-band would provide and detailed proposals on the mechanics and structure necessary for more intensive use of the band.

Wireless Emergency Alerts – The Commission is proposing rules to give emergency managers and consumers to customize which Wireless Emergency Alerts are sent and received. The Commission aims to increase public safety by reducing consumers from opting out of life-saving alerts.

Call Blocking – The Commission will consider a rule to expand the requirements of all providers in the call path to block calls based on a do-not-originate list. The rule would also designate an exclusive code to notify callers when calls are blocked.

Loud Commercials – The Commission is seeking comments on the current standards for commercial loudness that have been in effect since 2012. The proposed rule seeks comments on possible actions that can minimize the issue of loud commercials and invites stakeholders to provide their experiences of loud commercials.
